A set period of incarceration, receiving state-funded rehabilitation, should be the perfect opportunity to overcome their dependency. Semi-open facilities abundant with class A's, dens of temptation for recovering convicts. Allowed frequent visits by known drug addicts, whose agenda is to purchase not supply. Those in charge of security reject accountability, accepting bribes to turn a blind eye.
